A building on a base that moves takes the door and window frames out of square within a year or two, and then nothing closes properly.
Insulation in floor, walls and roof, a heat source, power run properly from the house rather than an extension lead, and ventilation.

A garden room is a small building, and small buildings get treated casually. The base and the insulation decide whether you use it.
HOW WE DO IT
Four steps, start to finish, so you know what happens and when.
An office, a gym, a studio or a room for the kids. A photo of the spot in the garden and a rough idea of the size.
What the ground is like, how power gets to it, and whether it needs water or drainage. Permitted development has rules about height and distance to the boundary and those are checked first.
Base, structure, insulation, cladding, glazing, electrics and heating. A garden room that is only usable in July is the cheap version and the quote makes clear which one you are getting.
The base goes in and cures, the structure goes up and is made weathertight, then it is insulated, wired, lined and finished.

USEFUL TO KNOW
Many fall under permitted development and many do not, and it turns on height, how close it is to a boundary, how much of the garden it covers and whether anybody will be sleeping in it. It is the council's answer, not a builder's. You get a straight view at the quote on which way yours looks so you can ask.
That is a different question from whether it can be built, because sleeping accommodation changes what applies to it. Say at the outset what the room is actually for, because it affects the answer and it is much better established before rather than after.
Properly, from the consumer unit, buried at the right depth in the right cable with its own protection. Not an extension lead through a window and not a cable clipped along a fence. It is part of the quote rather than something arranged afterwards.
Usually, because it is not tying into an existing building and the groundworks are simpler. It also does not make the house itself bigger, which for some people is the point and for others is the reason to extend instead. Both conversations are worth having before either is priced.
